FACTS:


The twins have been suspected victims of abuse and neglect beginning shortly after they were born, as documented by the reports made to Child Protective Services.

Their mother is/has repeatedly been treated for mental and medical illness and pain management with narcotic pain relievers.

Their father has been diagnosed with Schizotypal and clinical depression. He has been admitted to Stanislaus Behavioral Health Center multiple times, most recently, to my knowledge, in May of 2007.

The twins have had bruising on their legs, heads, back, and bottom, arms and feet.

The twins have told multiple people, both in person as well as over the phone, that "everyone hits and hits and hits" them.

The twins have told multiple people, both in person as well as over the phone, that "Mommy and Daddy hit" them.

One child shows sexual behavior by humping her blankets.

There are at least 3 cases that involve the twins at the Modesto Police Department that were opened in the last 3 years.

Multiple people have made multiple reports to Child Protective Services regarding the living conditions of the twins, injuries the children received, the health of the children and the day to day care of the children. Suspected sexual abuse reports(s) have also been made to CPS and the Sheriff's Department.

On November 30, 2007 the twins were returned to their parents' custody, though never legally being withheld from their parents' custody.
